Dear Colleague:

Unconventional natural gas production from NE British Columbia represents a unique opportunity for B.C. to further diversify its economy and establish itself as a significant, independent player in Canada’s natural gas industry. The reserves in the ground are enormous by any standard and recent technological developments have made those reserves accessible in a way that is attracting major interest from industry. This conference will explore what this potential is, what markets the gas can hope to penetrate, the policies B.C. is establishing to encourage development and the efforts that are being made and will need to be made to provide key infrastructure.

This Insight program will allow those who are already involved in the area the opportunity to learn about the latest developments in government policy, regulatory and judicial decisions affecting development and the development of infrastructure. For those not yet active in the area, the conference will give a timely overview of all aspects of this exciting opportunity. For lawyers with clients operating in these areas, there will be an intensive workshop on the last afternoon focusing on the legal issues that are prominent in NE B.C. development including the extent to which B.C. should be considered a distinct legal environment when it comes to developing its natural gas potential.

The presentations of sessions will give you an in-depth analysis of these issues and give you an opportunity to express your own points of view, ask whatever questions might interest you and network with your colleagues in industry and government.

You will be able to address your questions to the speakers either in each session or informally during breaks. All attendees will receive conference materials, prepared by the speakers, which should be a lasting and valuable resource for you following the conference.

Sincerely,

  • Early engagement and coordination of the major players is preferable to a more “random traditional” approach for all concerned
  • The Horn River Basin Producers Group (HRBPG) was formed to facilitate communication and coordination between major stakeholders and First Nations
  • Eighteen months after inception there has been significant progress however, there is much to be done

Minimizing Ground Water and Surface Impacts

Dr. C.D (‘Lyn) Anglin
President and Chief Executive Officer
Geoscience BC

  • Key challenge in developing Horn River Basin (HRB) is to find sources of subsurface water and sites for disposal of produced water in order to reduce use of or impact on surface water and potable groundwater
  • Funded with a grant of $5 Million from the Province of B.C., Geoscience B.C. is undertaking a joint geoscience research project with the HRB Producers Group
  • The HRB Aquifer Characterization Project is examining subsurface aquifers in the HRB to identify those that may be capable of producing high volumes of water , and also capable of accepting disposal of large volumes of spent fluids
  • The results of the project will include: a stratigraphic framework for subsurface aquifers in the Basin; a hydrogeological framework of the subsurface aquifers, including reservoir capacity and productivity/injectivity potential and water quality assessment
  • Results from the Aquifer Characterization Project should be available in Fall 2009 to support HRBPG planning for the 2009/2010 drilling season
